Eligibility Requirements for the VOSB/SDVOSB & SDVOSB/SDVOSB Certification

To qualify for VOSB/SDVOSB certification, your business must meet the following eligibility requirements:

  • A Veteran or Service-Disabled Veteran must own 51% or more of the company and:
  • Have full unconditional and direct management and operational control.
  • Hold the highest position in the company.
  • Be the highest compensated person in the company.
  • Have Form DD214 issued upon retirement, separation, or discharge from active military duty.
  • Possess management and technical experience to operate daily business operations.
  • Devote full-time hours to the business and hold no other positions with other businesses.
  • Must operate a properly structured, registered, and licensed company.
  • Must have Federal Tax ID Number and DUNS Number.
  • Must register a company in System for Award Management (SAM—formerly CCR and ORCA)
  • Must register with the VA’s Beneficiary Identification Records Locator Subsystem (BIRLS) database—the local VA office can assist.
  • All federal debts and obligations must be paid.
